Just like professionals in the work place when you are in an environment where is can disturb others, they should be turned off, not even on vibrate, because that is distracting in itself. I think they should have to lock them in their lockers and only be able to access them at breaks and lunch periods. Emergencies can be routed through the school office. Too many risks with texting. Cheating is a problem by sharing answers thorugh text, etc.

I realize we can all say "I didn't have cell phones when I went to school" but we also didn't have internet or a lot of things that are now very useful. I think if a student's cell phone is ringing and disrupting the class, that's a problem, but if they have it for emergencies and are respectful with it, it shoudl be allowed.
